Stewart was selected by the United States Agency for International Development (U.S. AID) for land registration and titling project in the Eastern Caribbean nation of St. Lucia. Stewart reviewed local land records, surveyed 40,000 privately held properties within the country, established clear title to the properties, issued certificates of title (deed), prepared cadastral maps and designed and implemented a land registry. Stewart created a team of twenty (20) land surveying and title adjudication experts and employed two hundred (200) local residents as field crews and clerical support to complete the project within its four year schedule and under the $8 million budget. Stewart was also responsible for training St. Lucians to maintain and exploit the system upon its completion. Stewart was also selected by the government of St. Lucia to provide digital planimetric and topographic mapping of this Caribbean island nation.
