Policy Forms and Information
Pennsylvania is a "bureau state." It's title insurance bureau is called the Title Insurance Rating Bureau of Pennsylvania, or TIRBOP. TIRBOP is a group of industry representatives from various Pennsylvania title insurance underwriting companies and industry officials. Along with numerous other underwriting companies (a list of whom can be found in the TIRBOP Manual of Rules and Rates) Stewart Title Guaranty Company is a member and subscriber of TIRBOP.
Collectively, TIRBOP reviews, proposes, approves, catalogues, and files the title insurance rules, rates, and forms with the Pennsylvania Department of Insurance for their use in the Pennsylvania title insurance Industry.
We use specific TIRBOP forms for Stewart transactions in PA. Some PA forms may simply be a version of an ALTA form which is reviewed, catalogued and filed by TIRBOP in Pennsylvania. Other forms may contain content modified by TIRBOP, or may even be completely specific to PA. The PA endorsements all bear a unique TIRBOP Endorsement number. Regardless of whether a form's content has been modified or not, Pennsylvania has a unique document set by virtue of the TIRBOP review and filing process, and therefore Stewart has PA-specific Form 'prefixes' to identify them.

The use of these Stewart Title Guaranty Company (STGC) brand forms is intended ONLY for agencies licensed with PA Department of Insurance, AND with an approved and active PA Underwriting Contract and PA Agent ID Number with Stewart Title Guaranty Company. Any unauthorized use is strictly prohibited.
If (a) you do not meet all of the aforesaid requirements (Licensing or contracts in other states DOES NOT constitute the same for PA), or (b) if your agency has been cancelled or suspended for any reason whatsoever, or (c) if your agency application approval is in progress, then you are NOT authorized to use any of these forms under any circumstances; This includes requests for policies after your cancellation date regardless of issue date prior to cancellation; Contact your Stewart Title Guaranty Company state Agency Manager for assistance with such requests.
And if you do meet all of the aforesaid requirements, the terms and conditions of use of forms is further defined in your Underwriting Agreement with Stewart Title Guaranty Company.
Attorney’s Report of Title Forms
ePolicy — Use of Electronic Jackets requires the proper installation/duplication of the forms as required by Stewart Title Guaranty Company:
- If you are coding the Word version of the E-Policy Jackets for use in another software system, you should use these exact forms and code directly into them.
- If your software system requires the alteration of these materials into another file format or piecewise cut-and-pastes, you should proof all of your work against the originals and they must match exactly.
- If you desire an altered format in any way, you should seek written approval from Underwriting Counsel.
