Home Office Issue

We are preparing to automate the Home Office issue system in Texas in a manner that should greatly simplify the entire process and make our records more reliable. Until that process is complete, we are changing the manual process to make a reasonable effort to assure that our records and the resulting Directly Issued Policy Report are more reliable and correctly maintained. Accordingly, effective May 1, 2011 the following steps are required:

1. Your Agency Services Manager will be the person to whom policies are sent for countersignature. While other persons are available for backup in emergency situations, I am the primary source of such countersignatures. Underwriting Counsels will not be countersigning policies on a routine basis.

a. I will need the following items in order to process a Home Office Issue:

i. A copy of your Over Limits Approval Form if the policy liability exceeds your authority;

ii. A copy of your signed commitment with Schedule D accurately depicting the division of premium;

iii. A copy of your fully completed T-00's, executed by both the Agent Requesting Payment and the Agent Issuing the Policy, with the Section 3 information complete.

iv. That if no agent was used to obtain title evidence, all agents in the county refused to provide the evidence for the amounts and within the times required under P-24 and P-25.

2. We have implemented a Request for Home Office Signature which must be completed. A copy is attached to this Memorandum. Please note that this form only needs to be submitted to your ASM and/or ASR one time and will be kept on file.

3. As a convenience to you, I will send a copy of the signed policy to the cooperating agent(s) providing a T-00.

4. You will send in HOI policies to STG Policy Accounting together with regular policies along with payment for all policies.
